You're comparing website quotes, and one of them promises unlimited revisions. Your gut says that's exactly what an agency writes when it has no plan to honour it. You've probably watched that phrase collapse before: two rounds included, then extra revisions billed hourly.

More than half of all projects, across industries, run into meaningful scope creep before they finish. The reason "unlimited revisions" turns into either a hollow phrase or a nightmare is that most agencies never separate a revision from a new piece of work. "Move the hero image down" is a revision. "Add a members' area" is a new project wearing the word "revision" as a disguise.

For the client, the more common outcome is quieter and sadder: the phrase never gets tested. You get your two rounds, settle for a homepage that's almost right, and never find out whether "unlimited" would have held up.

What actually makes "unlimited within reason" trustworthy isn't complicated. First, the deposit has to be refundable before work starts, which costs the agency nothing and proves they're not trying to lock you in early. Second, there has to be a clear line between before launch and after launch, since a live site needs different work than one still being built.

The Project Management Institute's own research found scope creep climbing from 43% of projects to 52% over five years. That tracks with what happens when contracts don't define a boundary early. An agency that's thought this through in advance, deposit refundable, a clean line at launch, genuine patience within that window, has already decided what "within reason" means before you ever asked.

What to ask before you believe the word 'unlimited'.

Whichever agency you're actually considering, ask what happens to your deposit if you change your mind before any work starts. Ask where the line sits between before and after launch. Ask for an example from deep into a project, round six or seven, rather than the easy early rounds, since anyone can be generous at the start.

"Unlimited revisions" is as much a promise about temperament as it is about revisions.
